Why is this needed? CC is already inferior in epic, why widen the gap.
If a CC sniper can only kill what's in B2B, Sniper boils down to -1 to save and the cancelling of the game construct of the defender freely choosing who gets hits in b2b.

Perhaps this might be better if it read "the
first CC hit is allocated to each unit in B-B with the Sniper", though allocating multiple hits would be preferable in many cases. Don't forget that being an "infiltrator" allows the Lictor to move into B-B with it's target of choice.
But other than that, the game construct does still work where only some of the attackers have "sniper"; the defender would allocate any non-sniper hits as normal. And (except for Lictors) if you want to assign hits anywhere, then stay in FF range.
That said, it would be good to get a consensus and revised FAQ from the Net-ERC
