Before I make any suggestions. I have an admission. I am a total treadhead, and any advice I give is viewed through a tank tinted lens.
My 3k list is three Tank Companies with Hydras, a plain Regimental HQ, 2 Sentinel Squadrons, and a Shadowsword. Thi gives me 3 BTS, but I have only given up the BTS once, if that.
Tank Companies are incredibly tough formations, especially with a Commissar. Played aggressively, they will make any oppoment's life miserable. On the double, you can take 21 6+ AP, 10 6+ AT, 9 5+AP/5+AT, 1 5+AP/3+AT, and 2 5+AP/6+AT shots from a starting range of 70cm with a Tank Company with Flak. They will take an average of 40 shooting hits to kill.
Sentinel Squadrons are the unsung heroes of the IG. Spread then out as far as possible, and 2 Squadrons can make a nearly unbroken line of ZoC across a 6' board that the enemy must deal with to advance. They must use at least two activations to remove them, and you can still restrict movement by keeping your Broken formations in place unless forced to move by 15cm proximity (broken units retain ZoC).
Depending on the level of WE that you expect to face, 2 Shodowswords may be overkill at 3k. My group rarely uses Battle titans at that level, and so a single Shadowsword is able to cordon off a significant area from Scout titans and superheavy tanks.
I rarely use Flak Batteries, since they are broken from a single death. Integrate your Flak into your core formations, and it is less likely to be suppressed (all units in a formation count as in range and LOS for AA suppression), covers a larger area, and less likely to break.
