Based on the fluff that is what it is. Sort of like the Russian WWII Prime movers as seen in this picture:

By making the Bruennhilde that size it forced the Siegfried to be that size too because the Siegfried is just an Armored version of the same Tractor. Here is some of the Fluff they included in the list:
The Bruennhilde is one of several dozen variants of the common Land Crawler. The Land Crawler is another of the STC constructs re-discovered by Arkhan Land at the birth of the Imperium. Unlike the more famous Land Raider and Land Speeder, the Land Crawler is not a military vehicle but an agricultural one. Countless billions of Land Crawlers are used on agriworlds across the Imperium, where its' versatility, ease of maintenance, and forgiving driving characteristics make it hugely popular.
The Siegfried is another variant of the famous Land Crawler. Now as for price, well they are costly, but so is GHQ when it comes to stuff like this. Those two tractors and two guns cost $9.00 USD. GW is charging me $10.00 USD for three Tactors and three guns (you get six guns but only three bases). Not a lot of difference cost wise.
As for the cost of the Siegfried, well I have to use pounds as it is not available here yet. GHQ sells five tanks for $9.00 USD. At the present exchange rate that is about 6 pounds. GW charges me 7 pounds for six of the Seigfrieds. Yes, more expensive.
Now, please do not get me wrong, I am not defending GW. I think they are a rip off in a lot of ways. But in this case, not much more then GHQ is bending us over.

In this case, I agree 100%. They have tried to take them back down to the old WWII Anti-tank guns that the troops manhandled. Not what I wanted nor what the Fluff called for.
