confusing. I'm just going to wait to see the metal models. For now I think the commissar affects the whole formation (please correct me if I am wrong). So I'll just say that it applies and doesn't matter where he is.

That's my recommendation, and not just with the Commissars.  By the time E-A is released, and the models produced, Jervis may add a Polar Bear, Fat Lady and a Seal Spinning a Beach ball on his nose, to the complete the "Circus-like" atmosphere created by this method of game design chosen by the Fanatic Clan !!! }:)  Saint's preserve us !!!  I sound more like Primarch more everyday !!!

I saw this and it made me think, we have thought/understood that "Characters" effect the unit they are assigned to and may add some effect to the whole formation and may not.

Are we understanding this correctly?

I think so- the whole point of buying these guys is for their effect on the formation.  It would be no good if the Chaplain's "Inspiring" was limited solely to the stand on which he is placed.
???
Given that, I have put my Commissars on seperate stands to the Captain.  It may not be as fluffy, but then he may wish to be down and dirty with the lads who are more prone to cowering in holes.  The other point is that the loss of a single stand doesnt rob you of both Commander and Commissar

Tas, I think you misunderstand me. What I am saying is that we understand almost none of the special items are applied to the formation. They are applied to the Unit the character is assigned to. The whole formation does not get the invulnerable save, for example, from the Commissar, right?

As for the Inspiring, the bonus +1 for the one unit the Commissar is assigned to in the formation would be a lot of bonus for the result roll. I am sure they did not mean for a guard formation to get a +13 just for the one Commissar being present and thus "inspiring" the whole formation.

This is what I ment: Except for a few items, the bulk of the Special items site units not formations. At least that is what I understand.

The "character" rules in E-A are confusing and in my opinion a bit weak. We have one Commissar on most IG command stands "cause it looks cool".  And separate Commissar stands, as well as SM Medics, Techs etc., etc., because that's the way we have been doing it and like it.  I'm all for standardization, but as I said before, if your gaming crew doesn't like something - change it.  Remember not only is it "just a game" but it's supposed to be "fun". It looks to me, like a lot of guys are "jumping through hoops" for a rule system that is still if flux.  But I could be wrong ... :D
