However, my concern with this attitude is that if everyone adopted this approach, the game will suffer from poor sales and will inevitably end up canned prematurely, with a total lack of developed ranges.
Since the game is not aimed at experienced Epic players, the point is moot, however, experienced players who have the inclination and the money are likely to buy new models to replace or add to their existing collection anyway, especially if any of the new models are an improvement over the old. The option of adding to existing armies is, however, not viable in view of the scale differences, so you could turn the argument on its head and say that GW has effectively excluded a potential group of customers by changing the scale.

It’s this miserly attitude of using ropey old miniatures that are well past their sell by date that lead to poor sales and therefore a lack of a business case with pretty much the entire Specialist Games range in the past. GW has seen this and at least in part (maybe it really is for better feature detail), opted for an alternative scale size. Good on ‘em I say. If we want this to succeed then people need to not see this as an opportunity to dig out your badly painted chaos army, covered in Bilious Green and Titillating Pink paint, with bases showing evidence of male pattern baldness, but instead embrace this new game as exactly that; something entirely new. Let the moths out of your wallets and spend some money.
You're making a number of rather sweeping statements there. First, the lack of business related much more to a lack of marketing and support by GW. You have to remember that second edition Epic was GW's third core game. The change to Epic 40K was poorly explained and poorly marketed, and the result was a massive drop off in sales which was never reversed. Second, quite a lot of the infantry models for Epic were available until just a few years ago, so they're not that old. Third, my Chaos army isn't even painted, so that's not a problem

. Fourth, and most importantly, the assumption that we all have money to spend is flawed. I have no money available to spend on GW at all, so comments about moths and wallets aren't very helpful.
