you have to follow normal allocating of hits, only units that can be targeted can be allocated a hit.
As with shooting you can only allocate hits on units that were in range and LOS, you cannot allocate hits on units that don't meet both criteria (unless the rules state otherwise, barrages for example).
In supporting fire the attacks are limited to "directly involved" and 15cm (FF support range) so allocation is limited to "directly involved" and 15cm.
Also do not forget that attacks are pooled so if 2 or more supporting formations are involved then attacks can go on any that are within range (15cm) and "directly involved" from any of the supporting formations.
