The player with the higher strategy rating has a lot of advantages in this scenario. In addition to the usual benefits, they get to place all of the objective markers and most, if not all, of the firestorm markers. That seems a bit excessive to me- is there a reason for it?

Interesting. I would like to see other armies play the scenario to be able to make any better comments.
