in tournament games, if both sides have the same strategy rating should you roll once at the beginning of the game to see who counts as nominally higher and then that person does all of the following first:
-choose side
-place first objective
- first space ship set up
-set up first garrison
-set up first non-garrison
Or do you have to roll for everything separately?
