I mean, I basically agree with Dobbsy here. I think skimmer popping with 24 shots sounds a lot better than it actually works out in practice. 24 shots, 16 of which will hit, on average causing 8 kills, or 4 if you are firing against an RA target. That is also assuming that you have your desired target(s) in line of site.
And there you are. That's your big barrage for the game, for which you spent 750 points + the 200 point spacecraft tax to drop them. That's 1/3 of your army spent on killing 4 - 8 units. Doesn't seem like a great return on investment to me, but, give it a shot. There could be an angle I'm not seeing.
So it's smells like theory hammer
The result depends on what do you try to kill, what type of army do you plan to fight, when do you activate the Strike Cruiser, terrain, etc..
4 planetfalling unit means you need 3 turns to activate them all -even with retained initiative. In case of one shot stuff, seems like a waste of points -a clever enemy will hunt them down before you have a chance to activate them all! Try to use a (or two) units of scouts with attached Stormravens instead of 1 stand alone unit! almost the same points cost, same number of activations, with an extra owerwatch.
btw, BA scouts are only good at CC, they dont have a Heavy Bolters (wich is lame..). So screening is Ok, but they don't have any ranged attack to be a bit of threat.
Edit: To avoid the missing DC, or the Scout+Razorback =150p like mistakes try to use the Armyforge stuff!
