I don't see it as unfathomable. Basically, for my mind, it's a balance issue for any particular list. Each list has a set of boundaries within its make up.
Having a formation of 6 WWs in the Codex list means you only break it on 12 BMs making an extremely difficult formation to kill off and one that may never stop firing. While this might be sensible in a real world situation in terms of max firepower on target etc in a game of balanced armies it affects the overall outcome in my opinion. In the Codex list - one based largely on air assaults for instance, it means that you will almost always have BMs on the target prepped for air assault - a no brainer. With 4 you may get them broken more often so they aren't guaranteed to continue firing - not such a no brainer as you have to be careful how you deploy them etc.
In the end, any argument can be made for "bigger is better because I have the models" but for game balance it might not be so fun to play against.
