There's a lot of work to be done but this looks to be a possible base for building/kit-bashing a Fire Lord from:

Just to show that there are times I do agree that there are suitable alternatives, I also think that this would be suitable. I agree that it would take a lot of work, and someone whose modelling skills are as poor as mine wouldn't be able to do much with it, but all those budding modellers out there could definitely consider this as an option :).
