I'd go with this interpretation. I have models from all eras of epic and progressively more and more from other companies. As far as i can see :
Adeptus Titanicus started somewhere around 1:500 (by scaling the buildings.
SM1/2 tried to go with 1:300 as it was as small as possible in plastic infantry (6mm to top of head) and did mk 1 rhinos/LRs etc to match. This continued through most of SM2. Titans and fliers stayed at 1:500ish.
Even this fudge proved impractical (ever seen an original intact SM1 eldar guardian stand

?) and the range creeped up to around 1:250 for E40k inf (6mm to eyes.)
FW (and several other manufacturers it seems) then produced armour in scale with the new bigger infantry.
Basically its the infantry which stuffed it all up!
In a game where the ground scale has to be around 5-10 times any of these numbers to make any real realism scale variation just doesn't bother me too much, though i like to keep some consistency of "unit type" within an army. I just wondered if smaller was an option so they would fit with existing collections.
One thing though. Have you tried true scale fliers on flight stands...? I always assumed this is why they did the fliers smaller... Even then, the E40k thunderhawk is a PITA on even the steadiest table.
