Comms, psykers, etc, don't have any bearing on the EA version of Epic. For the IG, the only characters you'll have to worry about are the Commanders and the Commissars.
Here's how it works: Regimental HQ- Thirteen stands, one containing the Supreme Commander, one containing the Commissar. The additional eleven stands are straight Infantry. Infantry Coy.-Thirteen stands, one containing the Coy. Commander, one containing the Commissar. The additional eleven stands are straight Infantry. Other Coys.-Designate a model as the Commissar's vehicle - flag, paint, etc.
As Dave stated, you can spice up every other Infantry stand with a Heavy Weapon to keep things fluffy, but you're not required to do so.
With the Comms., Psykers, etc models, you can intersperse them throughout your stands, or just put them on a Command Stand to represent Imperial Command. My Command stand usually looks like a Commander, an Ogryn bodyguard, a Psyker, a Comms guy, and a Standard. The Commissar stand just replaces a standard troop stand trooper with a Commissar. If you use Commissars (and I don't see why you wouldn't) the first one has to go in your Regimental HQ formation. Other Commissars can go in any formations you want.
Commissars are only going to appear in your companies, not in your Support Formations, Imperial Navy, or Titan formations. We usually play with one per Company, but tournaments may limit that to a 2D6 roll (like in the rulebook) or a set amount (Adepticon limits you to 6 Commissars total.) EDIT: I didn't see anything about Commissars NOT appearing in Support Formations, so I guess that's legal if you want to do it. You can't attach them to your Coy. Upgrade Units though - 1 Commissar per formation.
The setup took me a while to get down, as well, so don't sweat it.
As for NEAT and the rest of our games, we play with 3000 points. And don't worry about the rules - like I told you, I'm terrible with them as well. But that's what we have Dave at our games for! Anytime you want to try to get a game in, let me know - give me a little advance warning so I can get a table together. Any additional games under my belt are always helpful!
