Plague Towers, in Army Forge and the army list downloadable from UK website, appear to be available only as add on to contagion engine formation?? I.e. 4 Contagion Engine and 1 Plague Tower.

I presume the intent is that they replace the contagion engines, i.e. similar to overall army list structure to the NetEA list?

They are also available as an upgrade for the plague marine retinues

As an upgrade to Contagion engines they don't replace one ie you would have 4 contagions+1 plague

Combining Arty with a heavy transport (admittedly one with some long range FP) seems quite bizarre, and 650pts to boot. What's the reasoning? And why no availability as separate formation?

Bump. Is there any UK person who knows what the idea behind thiis combined arty/transport formation is? As my questions above suggest... I am perplexed. :)

It's adding Artillery to an Artillery formation rather than anythiing else, you have a 7(+D3)BP 45cm Indirect Fire formation. Plus the abillity to absorb Blast Markers if the Plague Tower is at the rear or a better save at the front of the formation.
