It shouldn't matter which order you do the attacks, wether barrage first or second, as all shooting has to be done before hits are placed and saves are rolled for (even if using normal and MW attacks).
As an example,
A Basilisk Formation shooting at an Ork Warband with the grots and boys clustered to keep the Warlord Nob safe from the barrage.
You couldn't try to get rid of the grots/boys by choosing to use the heavy bolters first then hoping to have stripped away the grots/boys and have the barrage be used to target the Warlord Nob. The Barrage template would still have to go on the grots/boys as there shouldn't have been any casualties yet.
I don't think this is quite correct

During the various barrage debates, the order of firing / allocating hits was specifically discussed, and it was concluded that the barrage firing needs to be resolved first before firing the weaponry of the rest of the formation. This is because any subsequent hits need to be allocated to units that do not already have hits from the barrage.
Reversing this order makes the 'barrage process' practically impossible as it starts to muck about with all aspects of the 'barrage process'.
That said,
all shooting and 'normal' hit allocation must be completed before the 'normal' hits are resolved, MW and TK hit allocation and resolution being performed in a subsequent round.
The only slightly grey area IIRC is where the formatiion has a MW barrage together with other 'normal' weaponry. Here, I believe you should place the MW barrage template
before resolving 'normal' shooting, then carry out the MW shooting and hit allocation on any units remaining under the template.
