In the example of using Titan-killer weapons and allocation against warhound titans, it seems as though TK weapons ignore void shields, but there is no mention of this anywhere else.
Do TK weapons ignore void shields?

No. You get to roll your D(X) and apply this number of hits to the unit. If this exceeds the number of void shields left then you have damaged the target.

You do ignore void shields for hit allocation, but they still have to be taken down before DC when resolving the actual damage.
