I like to use RustOleum Lt Grey automotive primer and then you can go on top of that with anything you like. As a matter of fact the grey you see in that photo I posted is just the grey primer ... then I used acrylic railroad colors (Polly Scale) for the streets (Oily Black), sidewalks (Aged Concrete) and other accents. The main color is just the spray primer though.
If you use a good primer like that there is no prep work needed at all other than maybe a quick wash to make sure there is not oil from your hands on the parts. You could scuff up the the plastic a little with 320 or 400 grit sandpaper to insure a real good surface for the paint to "bite" into, but that falls into the optional/suggested category.

I suspected a good primer would do the trick. I have a collection of similar tiles in wood for 28mm and have used a good gray primer as base.
I am also planning to use a textured paint/primer to give the roads a "rough" texture in contrast to the side walks. I suppose that would work as well?
I really like your sand paper suggestion, and while optional, I am planning to do it as well.
Again, many thanks for your advice and looking forward to further offerings or such fine terrain pieces.
