Actually, it's explicitly shown in
6.4.1 Commissars:
Roll to see how many Commissar units a player
may add to their army at the start of the battle
before either side sets up. If the army includes a
Supreme Commander than the first Commissar
must be attached to the Supreme Commander’s
formation. Any further Commissars may be
attached to any other formations. You may not
include more than one Commissar per formation.
If you have more Commissars than formations
any excess is lost.That tells you the "when" of Commissar attachment: "At the start of the battle", so that's *after* you've made your army and added any upgrades to formations; those upgrades now being *part* of the parent formation, and, therefore, a single formation for the following:
Then it tells you the "where" of Commissar attachment: Supreme Commander's formation, and then "any other formation". There is no limitation, or even mention, on what units the Commissar may be attached to.
