Don't confuse Blood Angels with Flesh Tearers. And even Flesh Tearers aren't as insane as Khorne Berzerkers.

Any Marine chapter that went onto wanton slaughter as the World Eaters would do in combat would be quickly dealt with or catch the eye of the other chapters.
It's just silly to think otherwise.
Any rule that makes them wilder or scarier that World Eaters in an assault just screams 'fan boy'. Conscience, and a strong moral code, or lack of it is what makes the assault of the World Eaters scarier than any loyalist legion.
