The list doesn't rely on fearless but it is such a powerful ability that removing it would require extensive experimentation and then testing to redress the balance. The effects of fearless are well understood in all the other "human" lists (Guard and LatD), not having fearless would be new ground.
"Extensive experimentation" sounds a little extreme... what have
fearless preachers been doing so well for the army, just keeping a few shattered/broken formations around?
Steel Legion could play fairly strongly without Commissars... with the "random" nature of them in the original rules, armies with only 2 or 3 or 4 were quite possible and still effective. The Commissars, and Preachers that follow them are *icing* on the cake of the army, not a main ingredient.
It's the massed small formations that need to be tested more extensively, in my opinion. Allowing "three support per core" makes this army potentially even more popcorn than Siegers.
The "print deadline" isn't set in stone, is it, I thought it was just a "desired" date, set before the lack of actualy testing on the Mossinians had shown itself.
