If I assault a broken formation but only get my units within 15cm of 2-3 units out of say 15 and I win is the whole formation still wiped out or just those within 15 cms?

Unless a unit in the formation is fearless..

If the loser was already broken when it was assaulted then the
whole formation is destroyed, and ALL units in the formation
are removed from play as casualties. If the losing formation is
not broken then it becomes broken and may withdraw (see
1.13.3).

Does the broken formation also count as having 1 bm for every unit as well in terms of calculating how many bms it has for combat res?

Yes:

1.13.4 Blast Markers and Broken Formations
Broken formations count as having as many Blast markers as
units for any rules purposes.

Note Marines have "They Shall Know No Fear" (TSKNF), so need 2x BMs for each unit to become broken, and count 2x BM per unit if assaulted when broken.
