Do infantry units use the FF &CC numbers when they come up against armored units(vehicles) in an assault (to hit and MAYBE "so call a pierce")? I am assuming so. Also would this be the same procedure against Titans and such?

Yes. Firefight and Close Combat values are the same regardless of the types of units in the opposing formation.
