Are hunters allowed as upgrades for Tactical formations in White Scars armies? From what I can see they are not, which seems a little strange...

Nope, predators and whirlwinds only. Just a quirk of the list, probably added to give slightly more difference between it and the codex list.

Just go with thunderbolts.

I thought the Errata changed this to include Tacticals.
Although when looking at the official errata for White Scars it states Hunters can be added to Land Raider formations,Vindicator formations (both are not in the White Scars List) and predator formation (list already includes Hunters for preds) so either they are not allowed or whoever did the errata at GW just copied and pasted the Codex Marine part instead of writing out the Whit Scars changes.

I was wondering if this is something to do with them having to all drop if they want to use drop pods. But as Tac's can take razorbacks this makes little sense to me.

"We need to add hunters to x and y in the space marine list"
"Do we need to do the same thing for the White Scars list?"
"Errm, yeah... 'spose"

Indeed I can't make much sense in it. If I was a betting man I would bet on it being a mistake, rather an intentional design feature.
