We always allocated normal hits, then assigned sniper hits so the sniper could double up if desired.  I think the FAQ is pretty clear on the intent with respect to that.

If any order is to be mandated, then the 'normal' hits must go first to allow doubling up etc as Neal says.

Allowing the player to choose when to allocate 'sniper' hits merely allows him to decide which part of the enemy formation he intends to affect most (which does not seem entirely unreasonable).

Hena's approach is also very practical, but slightly more powerfull again, as 'normal' hits are not wasted through 'sniper' kills as they would be if the allocation procedure was applied to the letter.

That's clearly the intent of the FAQ for shooting, but sniper was never intended for assaults, so new weirdnesses pop up.

This is why I suggest a note giving a specific way of doing it in the lictors' case. I don't particularly care either way, but currently it's debatable and it's nice to remove the argument phase such ambiguities generate.

Odd.

I never even considered that sniper attacks would be "first strike" with respect to allocation.  There is nothing in the rules about resolving them separately, only allocating them.

Also, the FAQ states you can allocate sniper hits to a unit that has already been hit.  That could be read as referring solely to other sniper hits, but I've always believed it meant on top of normal hits as well.  That would clearly contradict resolving sniper hits before normal allocation.

I don't think they should be resolved before other hits.

A counterargument is that you might have to guess how much fire to apply and end up wasting fire (through overkill or 100% saves) but that's just part of it.

Zombo:  I gotcha, and I agree.  However, we've clearly stumbled into a spot where there are competing interpretations of the rules, including shooting.  I feel like we need to hash that out before I can comment on the CC issue any further.
