I am still having problems with the maths here. If I have understood you correctly, the principle is that the prices of WH, Reaver and WL should come out at 275, 650 and 850 respectively for the "standard" weapon load-out. However, some weapons are deemed to be slightly weaker than these "standard" ones, so if armed with these weapons, the all-up titan costs should be reduced a bit.
However, you have not applied the principle equally across the different titans and weapons - so the WH chassis is at full cost with "free" weapons, while the Battle titans are at a reduced cost, with "priced" weapons. This is fine if the weapons are treated separately for each class of titan, but you seem to want to make them common, and IMO this does not work well.
To my mind, I believe you need to decide upon one approach and work accordingly, so if you are going to apply the same weapon costs to all titans, you need to reduce the chassis price for all titans. Alternatively, if you want WH weapons to be "free", whilst those for Battle titans have a cost; then use separate weapon tables, repeating the scout weapons on the Battle titan list with the appropriate costs against them.
If I have correctly understood the comments made by others, it seems that the "Standard" Warhound weapons are broadly similar in price and effect (under the optimum conditions), and so ought to have similar costs. This suggests that in practice the "standard" costs are in practice also the lowest costs. Consequently all "standard" weapons can be free on the base pointed chassis values of 275, 650 and 850 respecively.
However, if you decide that the "Plasma Cannon" is weaker than the others by 25 points, then let that weapon be "free", ?(all other weapons being +25, +50 etc) while the titan chassis drop to 225, 575 and 750 respectively. (Obviously this means that the *sacrificial* Warhound can be provided for 225, and Chris can Min-Max armies around this, which may not be too bad if this is ac)tually balanced - but I remain unconvinced on that point.
