I know this is kind of late but.. Would declaring that the Manta is a skimmer that is always 'popped up' have pretty much the same effect? It would still float high in the air, not just quite as high:) With the new skimmer rules it would of course remove the ability to see everything on the battlefield. Imho this would be a good thing, as having LOS to and from everything seems reduce the need for tactics and lead to a simple dice throwing competition.

In the very least the rule needs a more imposing name than 'Support Craft'. That sounds more like something where the FWs go between battles to relieve themselves and get some doughnuts..

That isn't a bad idea at all about the continuously popped up status.  Although I do still like the support craft name.  :)
