It's mainly a game balance thing. Leader Titans are a bit broken and commissar aircraft don't really do anything mechanically.

It's also a background thing; the commisars have no control over the Ad Mech.

Upgrades are just part of the formation that's bought in a different way. They're no different at all in game to any of the rest of the formation, so absolutely can have commisars attached.

If you still have a problem with it, then consider that Commisars are added when the game starts, not when the army list is written, so the formations are complete with upgrades by the time the commie is added. (as it happens this bit of logic is unnessary; characters can be added to upgrades anyway unless the army says otherwise like chaos).

I thought it was pretty clear from the responses, upgrade stands form part of the formation, so can get character upgrades on them.
You can't put them on certain (ally/support/whatever) formations due to rules restrictions in some updated lists (not the original GW lists, I believe).

Which is where this whole thing came from, in the original lists IG titans and planes and stuff could get commissars, this has now been changed in the army list (apparently) so that you can't.

Not at all - it is clearly stated in the rulebook as has been repeatedly explained+demonstrated. Anybody who can't see that is, in my view, just being deliberatly argumentative+pedantic

Actually, it's explicitly shown in 6.4.1 Commissars:

Roll to see how many Commissar units a player
may add to their army at the start of the battle
before either side sets up
. If the army includes a
Supreme Commander than the first Commissar
must be attached to the Supreme Commander’s
formation. Any further Commissars may be
attached to any other formations.
You may not
include more than one Commissar per formation.
If you have more Commissars than formations
any excess is lost.


That tells you the "when" of Commissar attachment: "At the start of the battle", so that's *after* you've made your army and added any upgrades to formations; those upgrades now being *part* of the parent formation, and, therefore, a single formation for the following:

Then it tells you the "where" of Commissar attachment: Supreme Commander's formation, and then "any other formation". There is no limitation, or even mention, on what units the Commissar may be attached to.

And here's some more info: 2.1.1 Characters:

Note that characters can be added to any type of unit, including vehicles
and war engines.



So, that's all cleared up then, Erik M, or are you still confused about something?

Thanks Chroma, that was the absolute text I was looking for.
So both Dreadnought, Ogryn and Warhound is thus ok.
(Well, not Dreadnought for Commissar, but for SM characters.)

The reason for getting so freaking bull-headed about this is that some rules are quite clear and then common sense is applied and you never know where that might lead you.
(I might be a tad bit argumentative too, sorry about that.)

Dreadnought and Ogryn would be ok but I believe the Warhound wouldn't using the NetEA lists as Commissars are restricted to non-Titan/Navy formations (It is allowed under the original GW lists)
