New SM chapter: Astartes Praeses |

Okay, anyone up on their SM fluff? I'd try the bolter and chainsword forums but those guys are a bit snooty. 
I'm about to start on my third complete epic sm chapter. Yes, I have two complete chapters already(BA and Ultra.)
I came across the Astartes Praeses in the Eye of Terror codex, they are 20 chapters founded to fight in and around the eye, but no date for this founding. Or rather conflicting dates. I have found M41(which is the 'current' year) and I have also seen M36(White Consuls). Anyone know which it is?
If it is M41 how did they get full chapters that fast?

Local Sisters of Battle convert close to a Whisky distillery?
I suppose they could have been allocated 1000 zygotes at the start... would mean that scouts are very common as they are building up.

Maybe that is what happened to the Squats. There is two of them in each Marine armor...

Note that the Eye has been around long before the 41st millenium. The traitor legions fled to the Eye right after Horus Heresy so I'd guess the founding of the 20 Chapters was ordered in the 31st millenium, with the first chapters hailing from the first founding and the rest being gradually built up after that.
