T300's rule system works very well, but as noted above, artillery does break the system, that's why we didn't have indirect firing artillery in T300...

...anyone got any solutions, other than artificial ones like "resource units can't be targeted by artillery"?

Well, you could take a page from Dropzone Commander's book, and give the resource units some "active camouflage" so that they can't be targeted by units further than a given distance...

We have discussed a technology development mechanism. So none of the game breaking toys are available until you've spent the resource to develop them. Of course if you're spending on development you're not putting boots/tanks on the ground, but if you get the big guns first...
