Zero cost to GW, but also zero benefit to the customer. If there's no benefit to the customer, what's the point? A publicity stunt? Ryanair boss Michael O'Leary pulls publicity stunts all the time, but at least he is making the point that his airline is cheap - i.e. there's a benefit to the customer. As JZ says, the fan base is already vocal about rising costs and the need for a high number of models to play a game - surely this can't help.

Auto companies often make concept cars as a marketing exercise, rather than because they think they'll sell one. Supercars are often the same.
Concept cars and supercars push the boundaries in terms of styling / technology / power as well as price. A better comparison would be to say Ford are trying to flog me 1000 Fiesta's in one go with no discount, when I could go to a franchise dealer and get them for less.

They're pushing the cachet of having a large collection. Who doesn't, in their heart of hearts, want to have a primarchload arrayed from horizon to horizon, striking awe and fear in the hearts of players everywhere? Having a chapter on sale, I still doubt that very many will ever field a full chapter, but it makes fielding a company less patently mad. Let alone an IG regiment, Inquisitorial retinue, SoB harem, etc.
