Aren't we then moving back into the realms of lots of optional rules? That is the one thing that annoys me about the NetEpic rules, so many different options that can be applied. I would like to see things be as simple (and prescriptive) as possible without spiralling off with all these various options.

Even if the options aren't there in an official sense (IE in the book) there is nothing stopping people from playing the game that way if they both/all decide to do so. Thus I feel that it's good to have the option listed so that people can feel that they are operating within the scope of the rules rather than going outside them.

In this case though, it doesn't have to be an Option as such. It could be phrased like the following, somewhere in the basic rules for ranged combat:

"When deciding which models in a formation to fire at, you may measure the distance before committing to taking the shot(s). Note that some players may prefer to play without this pre-measuring, and this should be agreed to by both/all players before play begins."
