I am for buying some tiles for this as well if anybody has any - the other parts seem really hard to get/are expensive on ebay.

Is it that they wet blended it or just added or wash?

It could be an airbrush first then add the detail and edge highlighting with a brush.

It could be a wet blend, but quickest and easiest would be an airbrush I reckon.
