It depends exactly what you want but there are a lot of options from W40k models, which can be bought for cheap from any of various online 'bits' sites.

This from the w40k command sprue boxed set?

Would sticking 2 or 3 brass eagles together get the effect wanted ?

That looks like a very good match for the eagle heads as the side nozzles of the SM Commander backpack which I posted above, they're a 3d eagle head not a flatened shape.
