I do like without, after all Nagas are traditionally snakelike. Though perhaps some scales? I'm thinking large oval scales or flush armor plates across the entire back, like you'd see on the belly of a real snake, or perhaps modeled on lobster plates.

I'd keep the little legs (it distinguishes them), but remove the center "ab" line.

Yes better, how about longer tails to really push itself along. Just wondering on the method of propulsion. They would be slow like a slug at the moment i think.

There's a few issues I was struggling with on this model in regards to the tail, and they all involved casting. You cant really have it wave back and forth, and you cant really have it "snake" up and down like a traditional sea serpent - not if you want this little guy to cast in a single piece... I also didn't want it to string out too far behind - because depending on what kind of base you're using, it might run into the guy behind him.
