That is unlikely, given that the scorpions will most likely have doubled (-1 to-hit), and the tacticals a will probably be in cover (another -1 to-hit). Sure, if the tacticals are hanging out in the open within the scorpions' line of sight, they'd be in trouble, which is the way it ought to be.
Technically, tacticals with a few razorback
could wipe out a three-strong EoV formation, but that is unlikely as well.
As with big and 'uge ork formations, I think a discount should be given for multiple-EoV formations (and should be given to any equivalent formation in the rest of the armies in the game).
EDIT: In fact, I'd go so far to say that anytime any given formation is upgraded to a point where it is more than twice its base cost, then it should get a 10% discount, and if it is upgraded to a point where it is more than three times its base cost, then it should get a 20% discount. [all discount percentages are rough guesses]
Otherwise, smaller formations will always have an advantage due to their associated increase in activation count.
