I think this might work. I would caution that you add shock lance to the unit notes to match the format used by the various lists when a special rule or characteristic is applied to a unit.
You can have the shock lance listed as small arms too, but it should also appear in the unit notes to ease of use.

Why would the shock Lance be less powerful than the Rough Rider Power Lance?
