The other blade runner did those all the time and left one there for Deckard to see, to indicate that:
a) Rachel was to be terminated but he took pity on Deckard AND/OR
b) Deckard is a replicant too and the other blade runner took pity

Either way it means he was there and he wouldn't visit w/out a reason

Presumably because zombie robots don't call them gauss or tesla in zombie robot language, but humans who observe the weapons have named them in their own language after human scientists. Your second point is still valid though

But we prefer "gauss" for short. It's like a gauss rifle in battletech. Hey, I wonder if CGL will send a C&D?

As well as being the names of scientists, they are also units of measurement (of magnetic flux density), so could very easily have survived into the grimdark future. They appear to use metres and kilometres in the Imperium.
