ok this sounds likt its a obvious yes but i just wanted some clarafication as it came up alot yesterday day over many games , we alowed it but just for peace of mind and knowing we played it correctly,

So a formation is on OW and has shot yet, it early in the turn and people are trying to stall for activations can you " Declare you Formation that is on over watch to take a activation to g on to overwatch " hence passing the turn back to your opponent ?

Yes, but they have to roll, so there's a potential downside...

Yep, the only time you don't have to roll is if there's nothing left for you to activate. Then you can just say it's remaining on overwatch.

I thought you still had to roll to activate, you just don't get the -1 to retain like you normally would.

what hes saying is if you dont want to stall with a activation they can remain on overwatch until the next turn.
