It's hard not to worry about it if people can't field a single formation. Right now I have a beta list that a core group of us are testing right now and that has the Thunderfires at 2 per formation. From a breaking perspective, formations of 2s and 3s are near identical, but 3's add some obvious resilience to coming under fire and causing damage.
My opinion is rather split on the formation. Right now the unit is equipped WYSIWYG. 1 Thunderfire at AA4+ 60cm 1 Twin-linked Battlecannon AP3+/AT3+ 75cm. Armor 5+, Immobile units. 100 points for 2 (which may not be expensive enough) They are the only AA in the entire list
If I allow them to be fielded in 3s, people will be less able to field a single formation of them. However, they won't feel as much a need to bring two formations of them since they will be more durable and more effective at downing aircraft.
If I allow them to be fielded in 2s, they are less effective but prone to spamming.
So it isn't just a model availability issue, although admittedly the concern is woven into debates over the formation's performance.

I agree with Neal, but generally I prefer formations of 3 over 2.

I suppose I can make the flak formation flexible (allow 2 for x points, add an additional Thunderfire for y additional points) but I must admit I am not keen on that for a variety of reasons. I think it doesn't fit right for the Squats thematically and I don't like support formations getting upgrades if I can help it. However, I may just suck it up and be done with the matter.

You could go with having the choice of two formations - one is 2 for 100 points, the other 3 for 150 points.

It's the same thing, only it takes up more space when I make the list. I might as well just make the formation flexible and describe it on one line. It's a small price to pay and I don't think many people could complain that the Squats have too much flak. I just don't like it - oh well. Wouldn't be the first compromise on the list and it won't be the last.
