I think they might be printed on a standard paper size and cut to a smaller size in the coloured margins so that the colours meet the edges. Quite standard in publishing I imagine, to take into account the inaccuracies of printing. I know I have set them up like this before when ordering print runs of leaflets etc.

Depends entirely on the printing process, a big offset litho machine may well be printing multiple 'pages' per sheet of paper (assuming it isn't web-fed to start with) which are then cropped down to individual pages later. So the 'standard size' they are cut down from may well not be what the home user thinks of as a standard size (such as letter, A4) and you might be getting 12 or 16 (or, whatever) pages on a sheet. But yes, you would still specify a bleed to go off the margins and make sure no unwanted white is left after cropping as a result of misaligned duplexing.

Im assuming the fan supplements so far have been put through a digital press?

All of the supplements have been done on digital presses which (and forgive me because I am going off what I was told on the phone over two years ago) have a much greater accuracy in terms of the size of the bleed needed. The covers for some reason still needed a standard bleed, most likely because they are high intensity color and use a different machine.

As to why GW printed that weird size, I can only guess. There is no reason to cut the book that far even accounting for bleeds. There must have been some other reason (size of packages, conforming to other book sizes, saving money on shipping weights, who knows?).

As above, if offset litho then they may not have been printing onto what you consider a standard size, but with multiple pages set up on large sheets. This means you can do what you like with the page size as long as it is a cost efficient dimension to set up for impression on larger sheets.
