Emperor Class titans are perfectly usbable in a GT scenario though - at the recent WW tournament here in the UK someone included both a Warmonger and an Imperator in their 3k tournament army list.

competitive in the GT scenario is a more applicable goal? I don't think that can be said of the dual emperor 3k list. Of course, an emperor does get more feasible for, say, a 5k game.
I do think the anti-GW rhetoric is rather irrelevant. In my opinion, the main reason we don't see a lot of big titans in games of EA is not because GW doesn't produce enough models, it's because the design of the game itself does not make them particularly competitive choices.
Speaking personally however, I tend not to be particularly interested in fan-designed new units. Perhaps unfairly on my part, I always expect them to suffer from rules creep, and you end up getting "well my new unit is so awesome, it has a special rule that when I place it on the table, five of your formations disappear". Stuff like this is annoying to play against. GW are bad enough at this with each new unit being better than the last, but fan units are usually worse. Nobody wants to make up a unit that is not "awesome".
Now, I'm not saying that any new Emperor titans will be like this, I'm saying that players in general have an in-built aversion to playing against non-official units, armies etc. This is also why the NetEA Approved system is necessary to reassure new players that there is some structure and sense to the army lists.
I think if you want to see more Emperor titans, get cracking and make one yourself. Post your results, post your build process, maybe you will inspire someone to create another one and you will get closer to achieving your aim.
