Yes. The FAQ is intended to clarify points from the rules on GW's site. There are no "netERC amendments", only the official GW amendments from 2008, which have been edited into the online documents.

Basically, GW stopped supporting epic years ago, so the community created netEA to continue to develop the lists. If you want to be 100% official then just use the stuff from the GW site, but you'll be sererely limiting yourself in terms of what lists are available and list balance.
Otherwise, I'd recommend the netEA lists. They're generally more balanced and have a much wider range of armies available.
