Putting them as independent won't help, so the base brice of the Hierophant seems to be 250 so you still can put 4 in the usual 3000 game, even if no synapse (lose of overall army regroup). Being so, the best way is probably putting them as 1/3 limit on Bio-titans, which will probably end the list with one hierophant prime+hierophant formation, + the dominatrix.

You can still include hierodules with a tervigon, but I think hierodules are way worst than bio-titans, so probably that's fine (similar to baneblade units with less firing and better assault).

Is there a particular reason you shouldn't be able to field a biotitan heavy list? Hierophants are pretty nasty, but I wouldn't say they're overhwelmingly nasty, especially since you can't customize them (like in a true biotitan list) to specialize; all Hierophants are going to be 2x Talons, 2x Biocannons.

By that logic you should be able to take all titans in a Steel Legion list.

I think that's a bit unfair. There are valid fluff reasons that a Steel Legion list cannot be composed entirely of titans (for starters, it wouldn't be IG anymore, it'd be ATML). There are none that say that a list where 50-75% of the points are in biotitans and the rest little guys is impossible.

no, because Steel Legion is about the infantry, and the AMTL list exists for the Titans. There's no biotitan list, and I'm curious to know if there's a particular reason not to allow a WE heavy playstyle is all. More like how you can run Steel Legion as an all-armor force. Just curious if your intent for Leviathan is deliberately more infantry focused, or if there's a particular reason you want to exclude WE heavy lists.

actually, there are currently two biotitan lists
Rusalka
and Draconis

leviatan focuses on the actual playstyle of nyds in warhammer 40K, you can use a couple of hierophants in a apocalipsis list, but the core would be gaunts, carnifexes, trygons, tervigons and the like (note that trygons and tervigons are WE) so it doesnt seem right to be able to play a full WE list with leviathan... the list is quite armor heavy (carnifexes, tervigons, trygons, etc) but as you can see the idea is that most of the WEs are there suporting other infantry, not being the main attack force.

Would be nice to keep the all-bio-titan armies in their own lists, so I can more easily ban all the all-titan lists from any tournament I hold.

Okay cool, that's understandable.
I take it that's why there isn't really a suitable Synapse cluster to match up with the Hierodules? So you can't have a speed 30 WE formation?
I am digging the cluster system, even though it hits a number of the limitations of the Traitor Legion Army Builder's software.

The reason there isn't a speed 30 synapse is because there's nothing in the background that does that.

That's true. Although I guess you could have a Synapse Symbiote, which fits in the fluff, but that wouldn't really work at all.
I guess the Hierodules would work fairly well in a Tervigon-led formation with little grunts. The Hierodules can screen the Synapse creature, and act as significant force-multipliers in engagements

Yup, they work well with Tervigon Horde Swarms, or can be attached to a Hierophant Prime.

I like it too; I think it gets the best of the old 9.x cluster style and the ork-style. It does, however lead to more complicated list creation, which I can see automated systems struggling to represent without customisation.
