Agree with this. Quotas tend to cause at least as many problems as not.

However, to my first point, if the NetERC were to want to go into Tournament Organization (was suggested earlier in the thread), and the like, having regional members of the NetERC would lend some credence to a "global" network, rather than the more insular groups like Epic UK and Epic France.

I don't like formal quotas as too limiting. But I do think it is a good idea to aim to have a spread of regions included.
I am against the formal setting up of quotas. Its a nice idea on paper, until there is a position available and an ideal candidate... who is passed over because he lives on the 'wrong' continent. That said, one goal is to make this a global affair in as many ways as possible, and having international representation should be an advantage. If the NetERC are all British, and two equal candidates are put forward, one British and one Australian, the Australian should have the advantage as they could bring a new perspective to the team.
My vision is not necessarily to go into TO itself, but to provide a contact for TOs to support them. It would be good, for example, to perhaps have a prize fund or incentive pool to encourage tournaments and events to include Epic (TacCmd tape measures???

). This stems from my earlier observations that different tournaments were looking for different things and not sure how to go about it. Gingers first London tournament was a good example, with a 'stable' event on the Saturday and an 'experimental armies' event on the Sunday. It would be good to have a member familiar with the current state who could put out a pack. Ideally, I would like to see Epic tournaments graded - for example an alpha grade tournament as only official forces (Marines, IG, Orks, Eldar) and set scenarios and rules, a beta grade tournament would have the more stable additional forces (Chaos, Tau) and a gamma grade would have all experimental forces. TOs could then simply say that they were running a beta grade Epic tournament, and reference the web site. People could click on the link to go to a set rules pack and list of acceptable forces for all global beta grade Epic tournaments, which the NetERC could then administer, so when the Tyranids are stabilised they graduate to beta grade level and the TOs dont need to change anything or worry about logistics at all. (These are just ideas that I have been considering for a while and have not put forward to the NetERC at this point, so please don't assume that they will simply be put into place. I am just giving an example of why I think a TECS member is a good idea.)
