I assume you mean a 2/1/1 formation (though 2/2/1 is legitimate).
It means 2 Flak Wagons, 1 Gun Wagon, 1 Soopa Gun Wagon with Oddboy. It's probably one of the most common configurations for a Blitz Brigade. The 3/1 is 3 Flak Wagons, and 1 Soopa Gun Wagon with Oddboy.
Flak Wagons are superior in most aspects to Gun Wagons, but their biggest weakness is range. An Oddboy has a 60cm range, Flak Wagons 30cm range, so suppression becomes an issue. The inclusion of a vanilla Gun Wagon (45cm range) means that suppression is a little more difficult (in the 30-45cm range band, it requires 2BM).
