sounds like fun!
I never liked the fluff approach, to be honest. Sure, it should not be all mixed up in a weird way, of course, but dreadnought detachments in epic scale for a long time have been a legal option in epic lists. I mean, its hard to compare a skirmish game like 40k with Epic. And considering the Inquisition (GW) updating the fluff every one or two years, anything we do now will be out of fluff in 2 years, anyway (or totally in conformity with it :P ) Just compare Space Marine Company composition from the E:A Rulebook with the Space Marine 2nd. Maybe what's required is recognised Scenario Army Lists (that are more flexible) rather than changes to the Tournament Army Lists. That way, everyone would be reading from the same page for casual games, while the tournament scene would remain as-is today.

Yes Imperial Armour Apocalypse includes the "Ancients Assault Force"

The Ultramarines 4th, 6th and 8th Companies all have 4+ Dreadnoughts in the 3e C:SM. Thus, such a formation is at least possible for a significant portion of the most-Codex Chapter.

And the current C:SM lets you take up to 6 Dreads with the right character selections.

Plus, as mentioned, there's the Apocalypse datasheet.
