Why not restrict the range? If for instance the icon/monolith (don't like that name, as it could get mixed up w/ Necs) kept all demons w/in 30/60cm in play until broken or detroyed, this would keep the cost relitively independant of game size, while restricting mobility enough to offset the effects somewhat.
