In Imperial Armour 2 which introdiuces theLS Tempest there are colour pictures of it for the White Scars, Dark Angels Ravenwing and the Revilers. Also a picture with a squadron of Ultramarines LS Tempests.
As for speed IA2 mentions 350kmph for the Land Speeder and LS Tiornado, 330kmph for the LS Typhoon and only 300kmph for the LS Tempest.
All have an operational ceiling of 100 Meters.

Instead of dropping "scout" how about a formation size reduction to 3 - thus representing the rarity of the type. A 0-1 limit on the formation might be suitable as well.
