Tau Command packs contain two battlesuits plus shield drones and at least at the moment are still available, I just bought a few extra of these to make up the number of suits I needed. One carries a close combat blade that could be removed and replace with a weapon made from plasticard bits (how the original suit was made anyway), then apart from minute differences in the antena on their head there is no difference between what a command battlesuit and a normal battlesuit can carry, it's just a more dynamic pose. Ok yes you then need some way of differentiating your actual command ones, but a minor conversion (I'll be attempting to model Forge World style commander bits for my commander out of plasti-card bits) and/or a different paint scheme then works fine. You also get shield drones to go with the suits and which can also go with infantry - some kind of proxy infantry will look more tau like if you mix some drones in. You also end up with excess Ethereals, but I figure people who generally use proxy tau for their armies might like to trade/buy one of the these to lead their army (not got round to updating my trade list in ages but if you want one let me know).
Tau Sky Ray tanks are in Aeronautica Imperialias and will still be available on going. They have the exact same hull, and SMS weapons and a turret that could be converted with vaguely appropriate proxy or plasticard weapons. A simple tau-like proxy for a railgun could be a pulse rifle from W40k and a few of these could be bought from bits webstores on the net for cheap. Something could be found for an Ion Cannon no doubt (the other weapon pattern turrets would be perfect for these and they are still available at the mo), and just the turret plus a burst cannon made from 4 bits of thin plastic rod stuck together could represent a Devilfish.
Take on-goingingly available Drones Mines, cut the 3 weapons off, stick 2 of them back on to the bottom bit in the same sort of fashion they are on a normal Gun Drone, wire or clear plastic rod to the base and they're done (you can even vary the height or angle slightly with these and have more variety than the official drones). Kroot - just proxy using any kind of not that armoured 6mm alien models (the tau empire has subsumed many alien races into their empire and their armies). A stand with 1-2 Remora Stealth Fighters are similarlyish equipped and could make a kind of reasonable proxy for a stand of Stealth Suits (assume they circle around that general area or something) so long as you point out to your opponent what they are.
Personally the FW announcement means I now have a tau army (and a large one at that), which I'd otherwise not have got for years, possibly if ever. I want to get a load of epic games in generally and playtests after I've got back into playing enough to make them worthwhile, but I have uni essay commitments I need to finish first which are unfortunately dragging on a bit longer than I'd hoped.
