I'd go for smaller creatures and smaller swarms.
The Dominatrix is fine on its own, no need to give her bodyguards (perhaps just 1 Trygon).
Add another Assault group and move all creatures (except the Trygon) from the Hive groups to this group. +1 activation.
Then replace the Vituperator with 2 Harridans, for extra mobility. +1 activation.
With the points spared on the Gargoyles and Stealers, you should now be able to buy an Attack Group and a couple of Assault Spawn clusters : a Winged Tyrant and 6 Haruspex/Malefactors should give you a hard-hitting, fast-moving force. +1 activation.
Lose the Hydraphant and find some way to spare some points to buy 2 Hierophants OR buy 1 Hierophant and another, cheap Independant Swarm (6 Stealers, Subterranean Swarm). +1 activation.
Break the 6 Lictors into 2 swarms. They only serve to delay the opponent anyway (unless he's playing an army with a low Strategy Rating), so better to have 2 activations instead of one. +1 activation.
If you plan on having an all-Dactilys swarm, choose an Attack Group instead of an Assault Group : the Tyrant will be better protected than the 3 Warriors.
That should give you about 10-12 activations, depending on your choices. Still a bit low for 4000 points but more acceptable.
